He was a citizen whose wide travel in foreign lands only strengthened his affection for his own country and intensified his faith in the wisdom and beneficence of her institutions. Although a partisan from pro- found convictions, he was ever ready to yield to the apparently superior demands of progress or of patriotism, and '* always strove to make his party conservative of his country.'' A statesman largely gifted with practical legislative power, free from the bigotry of sectionalism, abounding in general knowledge of the wants, interests, and aspirations of the people of every part of this land, and of all sorts and conditions of men, and perfectly familiar with the fundamental principles of this Government, he was the active promoter of all good causes before Congress, a constant, vigilant, and determined defender of the harmony of the constitutional relation between the Fed- eral Union and the States, and the watchful and resolute antagonist of all attempts at encroachments upon the reserved rights of the people.
