Headquarters Mil. Dist., Fostress Monroe, July 17, 1866. I am here, sweltering, for I know no better term for it. The heat has been positively oppressive ; and were it not for the evening breezes, — which, however, are only to be had on the parapets of the ramparts, — I should most probably be sent home in ice. Why quarters are ever placed inside a fort, I have yet to learn. They only embarrass the progress of a defence, as witness Fort Sumter ; for sure are they to be set on fire by the shell,... and then comes a Grecian-horse ordeal for the defenders. The walls of a fort keep out the circulation of air ; and when you have water rising and falling with the tide in a moat, as is the case here, you find the casemates (the burrows under the ramparts) unhealthy, by reason of mephitic vapor. The casemate, it is true, is cooler ; but its dampness makes one pay the penalty of its occupation. Jeff. Davis told me last night, that, when he was Secretary of War, he ordered troops not to live in casemates ; but the engineers found fault.
