Bishop of Angers, was born at Obemai (Bas...-Rhin), Jime 1, 1827, and after being ad- mitted to holy orders was appointed Professor of Sacred Eloquence in the theological faculty at Paris, where he soon became noted as a teacher, writer, and preacher. He was for some years an honorary canon of Notre Dame; preached the Lent "conferences" in the chapel of the Tuileries in 1862; was appointed Dean of the church of St. Genevieve in 1867 ; and was summoned to Rome in Aug. 1869 to assist in making the preliminary arrangements for the Vatican Coun- cil.
