Mr. Chairman, even the most enthusiastic proponents of the NAFTA could not predict that, under the NAFTA, the Mexican job market would expand fast enough to absorb the nine million Mexicans currently unemployed, to say nothing of the millions of farmers and farmworkers who would be displaced by the adoption of the NAFTA.
