Not only is the overwhelmin...g bulk of all interest now paid upon capitalism attached to appliances which have long been productive, or which have lived their natural life of usefulness and already fallen into decay or desuetude, but the very fact of their becom- ing productive acts as a signal, under commercialism, not for the concellation of the loan and the termination of interest- payments, but for an energetic expansion of the capitalism attached thereto. The attainment of the appliances to produc- tivity is accepted as a sign that the traffic based thereon will now bear a heavier charge; and so that charge is immediately imposed, in the form of additional issues of interest-bearing securities, or of a rise of market-value of those already out.
