Lack of Contracts During fiscal year 1975-76, the council's staff employed six individ- uals to perform professional services relating to the arts. These -9- services included the preparation of a film, the services of a writer, and a poet. The council's staff were in contact regularly with some of these individuals, and were able to monitor their progress. However, the council did not have contracts with the artists. In order to assu...re performance of the services agreed upon by both parties, the council should execute contracts with these individuals.
RECOMMENDATION We recommend that the council execute contracts with all individuals performing professional services for the council.
Personal Calls Charged to the State We found that the council's administrative staff make personal long distance calls which get charged to the state. The council's staff process a claiii to pay for the monthly phone bills, then later make reimbursement for the charges relating to their personal calls.
