Statewide, annual hunter harvest figures do not show that Montana has any apparent game shortages (see accompanying table, page 30). Such shortages, if they did exist, would result in reduced harvests. In contrast to game shortage, overabundance of deer and antelope is a problem in hunting dis- tricts where too few residents hunt. Underhar- vested herds inevitably damage their natural food, sometimes to the point that the overbrowsed plants die. The animals are then forced to look for other foo...d. Unfortunately, the farmer's or rancher's haystack is sometimes on the emergency menu. The result is often agricultural damage and starvation or near-starvation of the game. In order to help harvest the extra animals, a law was passed by the 1955 Montana Legislature providing for $20 special licenses (now $35) for nonresidents to hunt deer and/or antelope in certain areas designated by the Montana Fish and Game Commission. In hunting districts where the problem of excessive numbers of deer or antelope has been corrected or nearly corrected, $35 non- resident deer and antelope permits have been greatly reduced or are no longer issued.
