The reference stream is used as a standard to judge level of impairment. As recovery of these impaired streams proceeds, the state can use the reference streams to evaluate progress in achieving an attainable cleanup goal. Using macroinvertebrates and algae to characterize water quality is not new in Montana, according to Dr. Loren Bahls, supervisor of the Water Quality Management Section in Helena. 16 "The Water Quality Bureau has been doing this since the 1950s," Bahls said, ' 'but this is th...e first time the procedures have been formalized and applied state- wide to minimally impaired waters." Beginning this year, Montana, along with other states, will incorporate biolo- gical criteria into its Surface Water Quality Standards following guidance from the EPA and using the reference stream data collected in 1990. The standards are a formal state rule that (1) classifies state waters on the basis of beneficial uses, and (2) defines the limits (criteria) to which those waters can be changed while still protecting the beneficial uses.
