The surveys are made to determine the amount of use and condition of forage plants. Plants which are impor- tant deer or elk foods are ex- amined. The amount of plant use and the effects of grazing on plant production are compared with previous surveys. This provides a reliable basis for determining if a game population is in balance with its food supply. It is important we recognize that healthy and prolific deer herds can exist only when they are in balance with their food supplies. This bala...nce is main- tained only by removing each year the animals surplus to car- rying capacity, preferably by hunting. The major objective in setting big game seasons is to maintain winter herds at the car- rying capacity of the winter ranges. However, many deer herds exceed the capacity of their ranges and the season goal is to adjust these herds to carrying ca- pacity. It should be stressed that at no time is it necessary to know the total number of animals in order to manage them. Since yearly measurements of reproduc- tion rates, hunter harvests, forage use and range condition reflect changes in total population size and condition, it is of no par- ticular value, in most cases, to know the actual number of ani- mals present.
