These conditions have led to phenomenal horn growth at .some transplant sites. Although a few new bighorn populations are being established part through transplants, most his- toric habitat in M...ontana, especially on public land, is already occupied. Today, sheep are often captured and transplanted to augment pop- ulations where die-offs have occurred. Recent pneumonia- related die-offs have been recorded in the Highland, Tendoy, and Lost Creek herds. Biologists have established population objectives for each of the state's herds. In the case of newly established herds, the objective is tenta- tive. The number of licenses for rams and adult ewes issued each year is based on herd composition.
