To quickly assess the difficulty of the text, read a short excerpt:
Hammond says some hunters fear this years liberalized regulation could lead to an elk overhar\'est. Their biggest concern is that an early snowstorm would push elk down from the mountains onto open winter range, where the hunter harvest could quickly exceed the department's objectives. Hammond explains that FWP will be carefiiUy and regularly monitoring harvest during the season at check stations. "As soon as we approach a target antler- less harvest for a hunting district or group of hunting d...istricts," he says, "the FWP Commission has authority to close down the antlerless portion of the season on 24- hour notice." The 2004 elk hunting regulations grew out of FWP's newly revised elk management plan, which, with an environmental assessment, will be out for public comment this fall (view on-line at fvvp.state.mt.us). The plan addresses Montana's major elk management issues, such as the setting of populadon objectives, hunter crowding, public access, hunting opportuni- ties in the Missouri Breaks, depredation, woK'es, and regulation complexity'.
