Essential safeguards for young people who are entering the labor market include: A basic 16-year minimum age for employ- ment when school is in session, with no employment under that age in factories at any time; a 14-year minimum age for work outside school hours with employment certificates required until 18 ; regulation of hours and protection from hazardous occupations, up to 18 years of age. Eighteen States have substantially provided these protections for young industrial workers but few ...States extend such protection to young workers in industrialized agricul- ture. The child-labor provisions of the Federal Fair Labor Standards Act need to be strengthened to extend its safeguards to young workers in certain interstate industries not now covered and to children employed in agriculture. Every community needs to find out (1) how young a child is permitted to leave school and go to work; (2) how adequate its school vocational guidance service is; (3) how many of its young people are leaving school before they finish high school; (4) what causes young people to drop out of school, what happens to them when they do, and how the school program can be revised to hold more boys and girls and equip them for satisfactory vocational progress; (5) what are effective methods for making school guid- ance programs lead to counseling and placement services available to youth when they leave school; and (6) what are the conditions under which young workers are employed.
