Two of Mr. Balfour 's principal arguments have now been disposed of. We come next to an argument which has, at any rate, the merit of originality, and to which he devotes many pages. From this imaginary island Mr. Balfour passes to the real island of Great Britain, and, after assuming that foreign countries are engaged in a deliberate conspiracy to destroy British industries, arrives at the conclusion that, if they succeed, " the island would no longer be able to support its existing population, nor would any equilibrium be attained until, at the cost of much suffering, it was reduced to the position of being self- sufficient " (p.
