Chall: You have written, "The committee is responsible for developing trust investment policy for the Trust Department and supervision of its pooled funds. Trust assets exceeded $9 billion. Accountable to the Trust Committee of the Board of Directors. " 1 What did that mean, in terms of trust investment policy? The policy had to be set by this committee? Browne: Yes. There was an evolutionary process in the bank's trust investments. At one time, the Trust Department had a simple process of revi...ewing the assets of the various trusts. The committee would have recommendations before it from the staff, for the purchase or sale of various and sundry securities. The bank typically had a great many very small trusts, so this was a burdensome job, and it really wasn't being properly worked out. One of the simple things was when you had some kind of veteran trust, the best they could do was just to buy a class E bond. There's no administration required to it. So the theory was to separate the more responsible role of setting policies.
