Gentlemen, a native of Massachusetts, certainly inferior to none in sagacity, and whose name confers honor upon the whole country — Dr. Benjamin Franklin — in 1787, expressed his sentiments upon these points in a very remarkable manner. The Convention to deliberate upon the formation of the Con- stitution was held in Philadelphia in May, 17S7.
