Some of them are densely filled with an urban population, and others are mere rural townships; but each has its elected council, its burgomaster, and its echevins. The size of these municipal councils varies with the popula- tion, from nine or ten members in the smallest to thirty or more in the large places. Unlike the French, the Belgians have never adopted the plan of universal suffrage. The Flemish and Bel- gian constitution-makers of 1815 and 1830 were con- servative upon this question of ...the franchise; and restrictions were imbedded in the fundamental law which it was almost impossible to dislodge. The con- stitution withstood attack until 1893, when the old system was changed in a manner which I shall pro- THE BELGIAN SYSTEM 217 ceed to explain. But it may be well first to sum up the electoral arrangements which were in existence until that time. The payment of direct taxes to the state was made the condition of voting, and the con- stitution provided that the sum should be determined from time to time by law, the maximum being one hun- dred florins, and the minimum twenty florins.
