The Commissioners considered, however, that these municipal courts might be made highly conducive to the cheap and con- venient administration of justice, by the introduction of more simple forms of pro- cedure and pleading, the attendance of a competent professional judge, the establish- ment of regular sittings at reasonable intervals, a reduction of costs to a scale more suitable to the amount of the demands usually contested in them, and the sub- stitution of an appeal under proper regulations.
