If this be a correct view of the situation, it seems fair to conclude that England, if she is not losing, is gaining nothing whatever by her municipal enterprises. This is a legitimate argument in favour of municipal ownership in so far as facts can be brought forward to sub- stantiate it ; and it should therefore be examined. Time makes it impossible, however, for me to dwell at length on the questions thus opened up for consideration ; nor is it very desirable to do so, if, as is probable, the result would be to thicken rather than to lighten the fog through which we are passing.
