The history of the Bill and the things that led to it need not take very long in the telling. At any rate no public interest was shown in the matter, and it was not until 1909 that the Canadian Parliament met in 187 MY CANADIAN MEMORIES pronouncement upon the obligations of the Dominion to enter upon a system of naval defence.
