With regard to the fecond obfervation alluded to, refpedting my not granting final warrants to certain departments from certain periods ; ( 48 ) periods; if the commillioners had read all the above papers, I think it would have occurred to them; that as a CommilTary of Accounts had been commiffioned, and was actually employed in auditing the accounts of the different departments, I could not, with propriety, grant final warrants to any of the departments upon their quarterly abftrafts (as had been before prad:ifed) untill their accounts had been firft audited and certified by the CommilTary.
