This is, however, a half-truth, for the Turkish race is decaying only in so far as it is still dominated by the decadence of the capital. This ' new model' of regenerated Bulgars were supermen compared to the Turkish mediaeval host of peasantry, commanded by a few fiery spirits whose modern enthusiasms and education were neither comprehensible nor congenial to the mass. The Turks were a lump of sound dough, but still dough, leavened with a little fire-water.
