It has often been correctly said by the best writers, TAYLOR'S VIEWS. 93 that there is no people where there is a despot. Not that there are no men, but no political society, defined by the term people. As a despot annihilates a people, so would a consolidated govern- ment annihilate the people of each state. Upon their rights, the supremacy of a despot, or any other supremacy, would have the same effect.
