In the em- ployment of labour also, the system followed was very objectionable. Presentment work averaged about lOd. per day; but half of the advantages which the people would have derived from such employment was annulled by the manner in which they were paid, and which is described by Mr. 206 Nimmo, an eminent engineer, who in a letter on the subject says: — " It appears that the repairs of roads are carried on by a ch^ss of persons who make a trade of it as a market for the hibour of their t...enantry. The latter are not, properly speaking, paid for what work they do, but have the amount of the present- ment allowed by their landlords, as a set off against the rent of their holdino;s." Nor was there any adequate check upon expen- diture, the control being placed in the hands of overseers, whose mere affidavit was sufficient in accounting for the taxes received, thus leaving opportunities for frauds which were naturally but too often committed. The system upon which the county rates were imposed and spent was not only bad, but the man- ner in which they were levied was unequal and un- just.
