The palaces, go- vernment offices, town-halls or stadthouses, theatres, churches, and all ecclesiastical buildings, and all con- nected with public business, are on a scale of magni- ficence unknown to us. The poorest states, Denmark, Sweden, and the petty principalities in Germany, appear to have been the most lavish in this kind of expenditure.
