Babcock and Emil Baensch before the Com- mittee on Credentials, reviewing the printed arguments made by counsel for Isaac Stephenson, Robert M. LaFollette, James H. Stout and W. D. Connor and the other papers filed in the case, find John C. Spooner, Joseph V. Quarles, Joseph W. Babcock and Emil Baensch were the regularly elected delegates at large for the State of Wisconsin and are entitled to seats in the Convention as such.
