But how was it that ...Harrow, not having a royal nor even, like Winchester, an episcopal foundation, gained a place in this oligarchy ? How came even the most benighted Tories to grant her this precedence over Rugby ? I long ago heard a Rugbeian, afterwards an Oxford professor, give an answer which, so far as it went, was decisive. 'The simple fact is, ' he said, 'that Harrow has been far more than Rugby under aristocratic patronage. ' But this was only to throw the difficulty further back. It is well known that in early Hanoverian times, Eton being Jacobite, Harrow became the Whig Public School.
