For wherever labour is not in excess, whatever causes less labour to suffice for certain productive processes sets more labour free for other productive purposes, thereby increasing the productiveness of the whole mass of labour, and facilitating the accumulation of further capital for the em- ployment of further labour. In this manner the very machinery whose immediate tendency is to diminish em- ployment may, and often does, foster the growth of that which subsequently increases employment.
