With reference to those operations, and also in any sudden emergency, his powers during his tenure of office are, if he have nerve enough for his position, suffi- ciently near, for all practical purposes, to those of an inde- pendent employer. If he be fit for his post, he will watch with all the latter's care the state and prospects of the CHAP, ni.] COOPERATIVE SOCIETIES. 443 markets, with a view to the timely contraction or extension of business, and will on all occasions act on his own respon- sibility with not less of promptitude and decision.
