In the course of their examination, questions were put by noble Lords directed against the principles and policy of patents ; many of the witnesses, wholly unaware of the construction which a simple answer when read in con- nexion with the question might bear, have been surprised at hearing of their being quoted as opposed to all patents, and have been surprised on reading their evidence in print at the countenance which some of their answers appear to give to such views ; but a perusal of the whole evidence shows a strong feeling on the part of most disinterested and expe- rienced persons in favour of some system of patents ; they deprecate in the strongest terms the existing system ; they are not fuUy satisfied with the system of other countries, so far as they are acquainted therewith ; they approve of the leading feature of the reform then under consideration.
