And he has much in his power. The horrors of extreme scarcity are prevented. The extremity is wea- thered at its furthest point. The country emerges from the visitation, and without, in all probability, the starvation of one individual; and all because from the operation of the causes that we have now explained, the supply of the mar- ket is made to oscillate withm smaller limits than the crop — insomuch that though the latter should be deiicient by one-third of the whole, the former might not be deficient by one-fifth or one-sixth of what is brought to market an- nually.
