IVie Select and Common Councils of the City 164 of Philadelphia do ordain, That the Chief Commissioner of Highways be and he is hereby authorized and directed to no- tify the owners of property over and through which Twenty- second street, from Islington hme to Lamb Tavern road, in the Twenty-eight Ward will pass that at the expiration of three months, from the date of said notice, said street will be required for public use : Provided, That security satisfactory to the City Solicitor be first ...given to indemnify the City from all damages by reason of said opening.
Sec. 2. The Mayor of the City is hereby authorized and directed after such security is given to the City as aforesaid, to enter security, according to law for the payment to the property owners of the damages to be sustained by them by reason of said opening, and thereupon the said street shall be immediatly opened for public use.
