The Select and Common Councils of the City of Philadelphia do ordain., That permission be, and is, hereby granted to " The Mellor & Rittenhouse Company " to lay two 12-inch pipes under and across St. David's street and under and across Twenty-third street, north of Race street, in the Tenth Ward, of the City of Philadelphia, and to use the said pipes to supply the manufactory of the said " The Mellor & Rittenhouse Company " with water from the river Schuyl- kill and to run waste water from said... manufactory into the river Schuylkill : Provided, That the said pipes shall be laid on lines and according to plans submitted to and approved by the Director of Public Works, and shall be taken up and removed and the streets repaved after such removal at the sole cost of the said " The Mellor & Rittenhouse Company," when the said company shall be required to remove said pipes by an ordinance of Councils : And further provided, That no permit shall be issued to open the streets named or to com- mence the work of laying such pipes until the said "• The Mellor & Rittenhouse Company " shall have paid into the city treasury the sum of fifty (50) dollars for advertising this ordinance.
