Water takers who have omitted to decline, within the time stated in existing ordinances, any appli- ances the use of which they mav desire to discontinue for 513 the succeeding year, shall ...be entitled to a reduction of one-half the regular charge: Provided, The said appli- ance was removed prior to December 31st of the preced- ing year and that claim for excess reduction has been made before the 31st day of December of the year following the removal of the appliance.
It is understood that affidavits must be furnished when required by the Bureau, and that all allegations made or affidavits furnished are subject to verification by the Bu- reau. All claims not fully met by the foregoing are to be adjusted by the Chief of the Bureau of Water in such manner as he may deem just and equitable.
