Here is another, issued at Brussels on plain white paper, warning all people who live near railways and telegraph lines that if those lines are tampered with all the inhabitants near "will be punished without mercy whether they are guilty of this destruction or not." It further states that hostages have been taken who in case of such destruction will be shot immediately.
