When the provisions of this act shall be extended to tho States of tho South, as they doubtless will be, the whole amount required will . Be pine million six hundred thousand acres. The . States having public lands within their limits wiil receive and have set apart to them their respec...tive shares under ihe act, which, of course, will be so many great monopolies, managed with a view to the largest revenue to aid in tho buiiding of colleges, 'and not in the interest of settlers.
