Under the general direction of this association there have been created trade- guilds of printers, lithographers, binders, cigar-makers, clerks, barbers, naval carpenters, caulkers, mechanics, electricians and carriage-makers. The union has made little progress in the provinces and its apparently limited success has diverted attention from it.
