This tax may not in any one year be more than twenty-five mills on the dollar of the assesed valuation of all taxable property, and it is assessed upon all the property on which county taxes are levied.'^ The school tax in Lower Merion for the year ending July 2, 1918, was eight mills on the dollar, and amounted to $209,055.36.' The cost of each grade school pupil was $9.97 per month; of each 'School Code, Article II, § 207.
