More- over, the Latin-American states have devised a number of chedcs to r...eform the constitutional laws; this has not been done in Europe, The federalism of Latin America is very different from that of the United States and of the countries of Europe. In reality it is nothing more than a decentralization due to the vast extent of these countries as well as being an imitation of the United States. In the countries with a federal organization — Mexico, Colombia, Venezuela, Argentina, and Brazil — all the fundamental insti- tutions and legislation are derived from the central power.
