One of the most vital aspects of the possible bond which might be called Pan-Americanism would be the uniformity of commercial law and a criminal code and procedure for all the Ameri- can republics. This might be perfected without necessarily involving the creation of an administra- tive fabric and would be of obvious utility, but the difficulties of agreement about the general pro- visions and the practical details of any kind of legal system are fundamental.
