They zealously pursued the policy of establishing British colonies in North America, foreseeing, doubtless, that Spain's power in the New World would naturally dwindle, and finally flicker out, when her colonies realized that she was unable to keep a firm hold on them, and when they consequently began to secede and to quarrel amongst themselves.
