I also spoke to his Excellency in the sense of your Lordship's despatch. The explanations which I was instructed to give have, I am happy to learn from Dr. Krauel, entirely exonerated Mr. Powell and King Malietoa in the minds of the German Government from the suspicion of any complicity in this fictitious Proclama- tion.
