I can well understand the feeling of helplessness afid despair that visitors of those portions of our great cities in which the lowest of their population herd together, so often speak of as seizing hold of them. The evil of our popular ignorance and its consequences, is indeed quite beyond the power of individual effort, or of voluntary agency, to grapple with and remove.
