Having thus expressed his views as to the organio law, the Commodore proceeds : As a sequel to the fortune I had of being at Philadelphia when the Articles of Confederacy were under debate in 1777, BO again was it my exalted privilege to be in New York during the final consideration and engrossment of the new Constitution during the summer just past (1787). The grand convention had assembled May 25...th, by the repre- sentation of seven States, and elected General Washington President. The other States came in rapidly. When I arrived at New York the beginning of July the good work was well advanced, and the debates were in full progress.
I cannot bring myself to believe that ever again in the liis- tory of the human race will it be possible for such porten- tous debates to occur or such everlasting solving of prob- lems to be done. The thanks of Congress I had enjoyed in 1781 entitled me to the privileges of the floor of that body for life, and this grant was now graciously accepted by the convention as carrying equal privilege.
