Procedure must advance beyond this stage, and become a procedure of reason, as soon as humanity ceases to believe in the basis of the earlier procedure; that is, as soon as men no longer assume that ...the divinity intervenes 254 STATE LAW [CH. When once this belief has ceased, procedure must be along entirely different lines: the essential thing is, not that it should actually lead to objectively right results, but that society should recognize the dominion of the law in the adminis- tration of justice. Hence, as long as people believe in a divine procedure, it can be retained ; but when once this belief is shaken, procedure must be built up on another foundation.
