Most important of all was the Governor's transmis- sion to the Legislature, on March 8, of a letter from Governor Hancock of Massachusetts, conveying a resolution of the Massachusetts Legislature inviting the appointment of Delegates from the States to a Conven- tion at Hartford, Connecticut, to be held on the last Wednesday in April, "to confer on the necessity of adopting such a general and uniform system of taxation, by impost and excise, as may be thought advantageous to the several States
...mentioned in the resolution. " He also transmitted a letter from Alexander Hamilton discussing Federal relations and the powers of Con- gress. It was decided to participate in the Convention at Hartford, and Ezra L'Hommeelieu, Kphraim Paine, and John Lansing were appointed Delegates to it.
