I shall be afked, perhaps, how, with fuc'h fevere reftraints upon public functionaries, I can fecure obedience to the laws and government ? I anfvver, that thereby I ftrengthen that fecurity ; by thoie very precautions I give to the laws and government the influence I take from the vices of men who govern and make laws. The refpect which a public functionary infpires, depends much more upon the refpect he (hews for the laws, than on the power he ufurps — and the power of the laws lies much lefs... in the mili- tary force ready to enfore them, than on their agreeing with the principles of juftice and the general will. When the law has for balls the in- tereft of the people, it will have the people for fupport, and its energy will reft upon the energy of the whole community, of which it is the work. The general will and public force have the fame origin ; the public force is to the political body, what the arm is to the human body, exe- cuting what the will commands, and repelling every thing that menaces the head and heart.
