The increased productiveness of labor due to modern inven- tions,... therefore, goes largely to the support of soldiers in idleness and for building and maintaining warships which if unemployed are useless, and if used are often infinitely worse than useless. When the money to pay for these things is raised by direct taxation it is bad enough, but when it is raised by selling bonds it is still worse, for in the latter case the interest on the bonds must, thereafter, be added to the cost of supporting the army and the navy, making an army of bond- holders as well as an army of soldiers to be supported.
