There was an alleged instance of this as recently as the Bermondsey election (8). Disturbing a Public Meeting (Illegal Practice).
The Public Meeting Act, passed in the closing days of the session of 1908, creates a new illegal practice. The operative clause runs as follows : " Any person who at a lawful public meeting acts in a disorderly manner for the purpose of preventing the transaction of the business for which the meeting was called together shall be guilty of an offence, and if the offen...ce is committed at a meeting during the progress of and in connection with a Parliamentary election, he shall be guilty of an illegal practice within the meaning of the Corrupt and Illegal Practices (Prevention) Act, 1883, and in any other case shall on summary conviction be liable to a fine not ezceeding 5, or to imprisonment not exceeding one month. " The whole of these provisions turn upon the exact meaning which will be attached to the word " disorderly/' Doubtless there will soon be decisions to guide the inquirer.
