The development of the southern part of the City makes desirable a second great traffic carrier par- allel to Division Street and nearly all the lots along Jefferson Avenue are more than 100 feet deep. A "round point" should be made where Jefferson Avenue jogs at Hall Street. This can now be done easily as the lots on the four corners are vacant and the most important one already belongs to the City. Such a small open space might afford a site for a monument or fountain to commemorate the fact that the land to the southeast of this point was one of the great camp grounds during the Civil XVar where the recruits were drilled before being sent to the front.
