In regard to the phase of the problem dealing with the pre- paration of teachers for country schools, the Committee makes the following recommendations : (a) After January 1st, 1915, no teacher should be permitted to teach in any public school in the State who shall not have had at least a year of professional training. No person should be ad- mitted to this course who shall not have had at least the equiva- lent of two years of high-school work. This provision, however, should not affect the t...eachers who are in the service at the time this provision would go into effect. (b) The Committee recognizes the importance of the County Training Schools for teachers. In them is found the professional atmosphere necessary for the proper training of the country- school teachers. There are now twenty-seven county training schools in the state. To carry out the suggestion, made in (a), it would be necessary in the next few years to organize an addi- tional number of such schools; for, while normal schools also train teachers for country schools, they will hardly be able to meet the larger demands if all teachers must have a minimum of a year of professional training.
